Agitation was rife on the Victorian goldfields in 1853-4. Miners were upset with the cost of the miners' licence and the Government's refusal to make concessions. The Bendigo Petition and the Red Ribbon Rebellion is a story of the miners' struggle for justice through passive resistance.
